 GUEST PLAYERS

How many guest players are we allowed?
A maximum of three (3) guest players may be used on a Virginian Tournament Team Roster. However, a team using guest players must have no more than a total of twenty-two (22) players for U-17 through U-19 (of which only 18 may be eligible to play any one game), eighteen (18) players for U-11 through U-19 and a maximum of fourteen (14) players for U-9 and U-10 age groups on said roster. Guest players must be current USYS/USSF or national equivalent players whose team for which they are registered is not participating in the Virginian Tournament. Guest players may be recreational players providing they obtain certification comparable to a player registration card and obtain this certification from the same state official that grants player registration cards.

What is the procedure for adding guest players?
Bring two copies of your original roster and write the name(s) of the player(s), jersey number, and birth date(s) on the copies. Usually this is done on the bottom of the copy. Make sure there are not over 22 players for U-17 through U-19, 18 players for U-11 through U-16, or over 14 players for U-9 and U-10 listed. Mark through the names of the players on the copies only (not the original state copy) who are not playing in this tournament AND bring the guest player’s USYSA player card AND medical release form.

What is the latest I can add guest player? Do I need to call the tournament to get permission to bring a guest player?
Guest players are checked in at the Friday night registration at the Hyatt Fair Lakes. You do not need to call the tournament to get permission to add a guest player. Your guest players are eligible to play in the Virginian once you have provided all the required documents and properly annotated the guest player on your roster prior to approval of your roster by the tournament staff at Friday registration.

May I bring a Recreational players and/or house team players?
They must have a player pass issued by their club. Teams from states outside Virginia should call their registrar to determine their state’s policy on recreational player passes. Virginia players must bring a recreational player pass signed by recreational player’s club. In Virginia, recreational or recreational all-star players do not have to have their picture on the player pass.

Where do I obtain a recreational or house team player pass?
In Virginia, contact the players’ recreational club for a player pass. For teams outside the state of Virginia call your club’s registrar and determine the policy.

MEDICAL RELEASE FORMS

Do all players have to have a medical release form?
Yes.

Do the medical release forms have to be notarized?
No. The United States Youth Soccer Association does not require the medical release forms to be notarized.

What medical release form do I use?
You may use your league’s Medical Release Forms or use the Medical Release Form on the tournament website (located under the "Forms" link).

FRIDAY NIGHT REGISTRATION

Do I have to register my team on Friday night?
ALL teams are required to register their team on Friday night. If the team manager or coach cannot register the team at the Friday night registration, give the player cards, medical release forms and permission to travel forms (for out of state teams only) to a parent and ask them to register the team.

PERMISSION TO TRAVEL

Which teams need to submit a Permission to Travel Forms?
Out of state teams (that are not US Club Soccer teams) must have a Permission to Travel Form signed by their association. The only exception is some teams from Region 1 (see details below)

Region 1 Policy Regarding Application To Host A Tournament

Region I has established the following policy concerning permission to travel when attending USYS sanctioned tournaments in Region I. The purpose of this policy is to make it as simple as possible for the US Youth Soccer Region I teams to travel to tournaments within Region I.

The new policy states that any USYS State Association teams within Region I that is accepted into a tournament in Region I do not need permission to travel papers. Permission to Travel is not required in friendly games within Region 1. Note is to be taken on the two (2) state that has an exception to this policy (Connecticut & New Jersey).

National State Associations in Region I:

Massachusetts Youth Soccer Assn
New Hampshire Soccer Assn
*New Jersey Youth Soccer Assn - MUST provide Permission to Travel

How do I get permission to travel?
Go to your league registrar and ask her/him for the U.S. Youth Soccer application for travel. Fill out the form and attach the Application to Host A Tournament or Games (provided by the tournament on our website) and return all copies to the registrar for signature. You will receive the white copy. Keep the white copy with you at all times. The pink copy may be mailed to the tournament director (check with your state registrar). Ensure the tournament staff has received a copy of your Permission to travel (mailed, faxed or emailed) prior to the tournament deadline (April 8, 2008) or your team may not be considered for acceptance. In addition, bring the white copy of the application for travel with you to Friday night registration.

WAIVER OF LIABILITY/U.S. GOVERNMENT INDEMNITY AGREEMENT

Who has to complete these forms? Who do they have to be shown to?
The U.S. Marine Corp (Quantico Base) is often host to a major portion of our tournament games. All age groups that are playing at the Quantico Base must be completed and must be with you at all times while you are on the U.S. Marine Base. We realize that not all teams within these age groups will be playing all their games at Quantico, however, since Finals may be played at Quantico, we need everybody in these age groups to complete the forms in the event their team advances. These forms are to be presented at team registration on Friday, and must be with you at all times while you are on the U. S. Marine Base. The forms will be mailed in your acceptance packet and be found in our website under the "Acceptance Packet" link.

WEARING OF A CAST

Can a player wear a cast and play in the Virginian tournament?

Before you consider playing with a cast please consult your doctor to see if it is feasible/advisable to play soccer with a cast on.

The Laws of the Game do not prohibit the wearing of a cast. However a player may not wear anything that is dangerous to any player, including the player him/herself. Whether the article is dangerous is left to sole discretion of the referee for each match. Therefore it is impossible to predict in advance what the decision will be.

Many, if not most, referees will allow a player to play with a hard cast if the cast is well padded with foam rubber or bubble wrap and the player does not use the cast in a way that is dangerous.
